Yes, you can. I just found this out (while working in Photoshop) - it works on most OEM and original Windows XP and Vista, not sure about pirated ones.
In XP: To switch to Chinese hanyu-pinyin just press Shift+Alt. To switch back to English go to Control Panel > Regional and Language Settings.
In Vista: To switch to Chinese and back, just press Shift+Alt.
You can also change the key combination in the Control Panel. I changed it because it would interfere with the Photoshop key combo Shift+Alt to resize images while maintaining aspect ratio.
